Persons/entities claiming riparian, pre-1914 or other water rights must file a Statement of Diversion and Use each year with the State Water Resources Control Board before June 30. This filing is in addition to the required filing of a "Report of Licensee" which deals only with SWRCB issued water right permits and licenses.
Generally, a Statement of Diversion and Use must be filed for each point of diversion even if multiple diversions serve the same parcel of property. Each Year the South Delta Water Agency and the Central Delta Water Agency assist local diverters as necessary in their filings. The method used by SDWA and CDWA for determining what to report uses the information from various sites in the Delta that measure weather conditions and, in combination with a crop's know evapo-transpiration rate then calculates water diverted and consumed. This method is acceptable to the SWRCB for those diversions in the Delta which have no measuring device on the diversion and the landowner is a member of the DAMMP program, a alternate measurement program.
